EEKE AD 2.20 LOCAL AERODROME REGULATIONS

1 Airport Regulations
Local regulations apply at Kuressaare airport. The regulations are available as a manual at the self-briefing. The manual includes, among other subjects, the following:
  1. information about aircraft stands;
  2. information about taxiing from aircraft stands;
  3. operating aerodrome lights;
  4. precautions during extreme weather conditions.
2 Taxiing To and From Stands

Arriving aircraft will be informed about parking position by the Kuressaare ATS unit. Assistance from the “FOLLOW ME” vehicle can be requested via the ATS unit. Aircraft with MTOW over 4 tons shall be parked on the N (North) apron.

Outside AFIS unit OPR HR aircraft pilots are responsible for choosing the taxi routes, stand and runway in use. Pilots shall report appropriately on channel 118.055 to inform other aircraft in airspace or on movement area about their intentions.

3 Parking Area for Small Aircraft (General Aviation)
General aviation aircraft will be informed by the ATS unit about the parking area. Aircraft with MTOW up to 4 tons (included) shall be parked on the S (South) apron.
4 Parking Area for Helicopters
Information about the parking area for helicopters will be given by the ATS unit. Helicopters with MTOW 1000 kg and more shall be parked on apron N (North) and helicopters with MTOW less than 1000 kg on apron S (South).
5 Apron - Taxiing During Winter Conditions
The taxiway in the apron area is not equipped with centre line lights. The taxi guide lines may not be visible due to snow.
6 Taxiing - Limitations

When the outdoor temperature is +20°C or higher aircraft with the weight exceeding 10 tons shall make turns of 180° on RWY 17/35 only at the beginning or the end of the runway.

Information about other taxiing limitations is given by the ATS unit.
7 School and Training Flights - Technical Test Flights - Use of Runways
No limitations.
8 Helicopter Traffic - Limitation

Helicopters with MTOW less than 1000 kg and in accordance with ATS unit may land on apron.

Helicopters with MTOW 1000 kg and more must land on the RWY.
9 Removal of Disabled Aircraft From Runway
Aircraft owners' or operators' responsibility is the removal of the disabled aircraft as soon as possible. If it is not done, then aircraft shall be removed on AD operators arrangement and the owner or the operator shall cover the expenses.

EEKE AD 2.21 NOISE ABATEMENT PROCEDURES

Due to low traffic density no noise abatement procedures are established.

EEKE AD 2.22 FLIGHT PROCEDURES

1 General
The flight within Kuressaare FIZ shall be performed in accordance with the Visual Flight Rules or Instrument Flight Rules.
2 Procedures for IFR Flights Within Kuressaare FIZ/RMZ
  • The flight plan (FPL) shall be submitted prior flight in Kuressaare FIZ/RMZ;
  • Two-way radio communication shall be maintained with Kuressaare AFIS;
  • Within OPR HR of Kuressaare AFIS, flight in FIZ/RMZ is permitted only after prior report to Kuressaare AFIS;
  • Position reports shall be submitted in accordance with para 3.6.3 of ICAO Annex 2;
  • Within OPR HR of Kuressaare AFIS, level or route changes are permitted only after the intentions are reported to Kuressaare AFIS;
  • If the traffic situation or weather conditions require or the active runway is blocked, it is suggested to proceed to the holding area designated in the instrument approach procedure. Prior to proceeding to the holding area the information shall be reported to Kuressaare AFIS.
  • Before starting the instrumental approach procedure the pilot in command shall ensure the aircraft uses the latest valid QNH or QFE of Kuressaare aerodrome (depending on aircraft altimeter requirement).

No SIDs and STARs are established.

2 Bird Concentrations in the Vicinity of the Airport

Airport vicinity is characterised with the winding coastline between NE and NW and a number of small islands and islets that are the main resting places for the waterfowls, most of which are seagulls.

Flights of seagulls take place in the daytime all year round from resting places to their feeding places and in reverse across the threshold RWY 17 and approach of RWY 35. This activity is particularly intense in summer time (JUN, JUL), when young birds leave their nests. Height varies from 0 - 600 ft AGL.

Seasonal bird migration takes place in spring (APR, MAY) from SW to NE and in autumn (SEP, OCT) in reverse direction.

During July and August a congregation of young birds may occur on the territory of the aerodrome and on the manoeuvring area.

As far as practicable, the Kuressaare ATS unit will inform pilots of bird activity and the estimated heights AGL.

During above mentioned periods pilots are advised to use landing lights throughout take-off, climb, descent and landing procedures.
3 Operation of Seaplanes
Information on possibility of operation of seaplanes in Kuressaare FIZ/RMZ is provided by Kuressaare ATS unit.

4 Remote Tower

ATS is provided from Tallinn Remote Tower Centre.

The cameras and signal light gun of the remote tower are located on top of the Kuressaare remote tower antenna. The video image is recorded and stored for 30 days.

Tallinn Remote Tower Centre is located at the same facilities as Tallinn ATC.
