Carriage of SSR Transponder
2.1.1 When flying within controlled airspace and in transponder mandatory zone (TMZ), aircraft, except glider flying within designated area, shall be equipped with a transponder with pressure-altitude reporting capability operating on Modes A and C or on Mode S. 2.1.2 Operators of State aircraft that are not equipped with Mode S ELS should insert the designator ‘SUR/EUELSX’ in Item 18 of the flight plan. Operators of aircraft, including State aircraft, which are not equipped with Mode S EHS and/or ADS-B, or are equipped with Mode S EHS and/or ADS-B that are temporarily inoperative, should insert the designators ‘SUR/EUADSBX’ or ‘SUR/EUEHSX’, or a combination of them, in Item 18 of the flight plan.

The Requirement of Automatic Emergency Locator/Transmitter (ELT) on Flights in Estonian Airspace.
2.6.1 An operated aircraft, excluding ultralight, sailplane, powered sailplane, hot air airship and balloon, shall be equipped with an emergency locator transmitter (ELT) operating on 121.5 MHz and 406 MHz and which parameters shall comply with the requirements of ICAO Annex 10, Vol III, Section 5. 2.6.2 An aeroplane with more than 19 passenger seats shall be equipped with at least one automatic emergency locator transmitter or two non-automatic emergency locator transmitters. An aeroplane, the initial certificate of airworthiness of which has been issued after 01 JUL 2008, shall be equipped with at least two emergency locator transmitters, of which one shall be automatic.
2.6.3 An aeroplane with up to 19 passenger seats shall be equipped with at least one emergency locator transmitter. An aeroplane, the initial certificate of airworthiness of which has been issued after 01 JUL 2008, shall be equipped with at least one automatic emergency locator transmitter.
2.6.4 A helicopter shall be equipped with at least one automatic emergency locator transmitter. A helicopter which is operated on overwater flights shall in addition be equipped with an emergency locator transmitter fitted to a life jacket or life raft.
