ENR 1.8 REGIONAL SUPPLEMENTARY PROCEDURES (DOC 7030)

1 Vertical Separation Minimum Within RVSM Airspace

The airspace within the Tallinn FIR between FL 290 and FL 410 (inclusive) is RVSM airspace.

Within this airspace, the vertical separation minimum shall be:
  1. 300 m (1000 ft) between RVSM approved aircraft;
  2. 600 m (2000 ft) between:
    1. non-RVSM approved aircraft and any other aircraft operating within the RVSM airspace;
    2. formation flights of State aircraft and any other aircraft operating within the RVSM airspace; and
    3. an aircraft experiencing a communications failure in flight and any other aircraft, when both aircraft are operating within the RVSM airspace.

2 Applicable Documents

2.1 Regional Supplementary procedures are applied in accordance with ICAO Doc 7030 Regional Supplementary Procedures.
2.2 The ICAO EUR Regional Supplementary Procedures (Doc 7030-EUR) apply to Tallinn FIR.
In accordance with ICAO Doc 7030-EUR paragraph 3.2.2, non-8.33 kHz equipped State aircraft flying GAT will be accommodated in Tallinn FIR on VHF with 25 kHz channel spacing.

Exemption from the 8.33 kHz channel spacing capable radio equipage requirement is granted for State aircraft operating in airspaces class G or within Tallinn FIR between FL 95 and FL 365

Exemption in airspace G is applied on condition that these flights are equipped with radio operating in the UHF band and able to establish and maintain two-way radio communications with the appropriate ATC unit on UHF frequency (check remark 2 from ENR 2.1).

3 Procedures for VFR Flights Above FL 195

3.1 En-route VFR flights above FL 195 are forbidden.
3.2 VFR flights above FL 195 and up to and including FL 285, are only authorised in temporary segregated areas (TSA) or in accordance with specific arrangement agreed by Estonian Transport Administration.
VFR flights above FL 285 within RVSM airspace must be conducted within temporary segregated areas (TSA).
3.2 Application to establish temporary segregated area for general air traffic VFR flights above FL 195 must be submitted to Estonian Transport Administration by an institution operating these flights taking into consideration time requirements concerning publication of information about airspace.
3.3 Establishment and operational procedures of temporary segregated area (TSA) will be established by Estonian Transport Administration as brought out in Airspace Management (ASM) handbook, in close cooperation with the user of temporary segregated area and Estonian Air Navigation Services after the user`s application.
3.4 Application for a specific arrangement for a VFR flight above FL 195 shall be coordinated with Estonian Air Navigation Services and after that submitted to Estonian Transport Administration at least 5 working days before the flight.

4 Communication and Position Reporting Outside Controlled Airspace (Ref: Doc 4444 para. 4.11; ICAO Annex 2, para. 3.6.3, 3.6.5.1, 5.3.3).

Note: Tallinn APP is responsible for information and alerting service in uncontrolled airspace (class G) below Tallinn TMA.

4.1 Establishment of Communication
Unless otherwise prescribed or agreed, an aircraft operated outside controlled airspace shall establish radio communication with the appropriate ATS unit as follows:
  1. prior to entering Tallinn FIR;
  2. prior to entering controlled airspace to receive ATC clearance;
  3. prior to entering flight information zone.
  4. prior to entering radio mandatory zone (RMZ).
4.2 Communication and Position Report
4.2.1 Any flight outside controlled airspace within Tallinn FIR at or above 900 m (3000 ft) MSL in accordance with VFR by night or IFR shall in en-route phase of flight, if not in communication with another ATS unit:
  1. establish two-way communication with Tallinn ACC; and
  2. report position.
4.2.2 Any flight outside controlled airspace within Tallinn FIR below 900 m (3000 ft) MSL in accordance with VFR by night or IFR shall in en-route phase of flight, if not in communication with another ATS unit:
  1. maintain continuous listening watch on the frequency of the Tallinn ACC; and
  2. report position as requested by the Tallinn ACC.
