The information concerning local air traffic at Tartu aerodrome is given in the AIP and is available at self-briefing.
When a local regulation is of importance for the safe operation of aircraft on the apron, the information will be given by the Tartu AFIS-unit during its OPR HR.
On the platform it is obligatory all year round to wear over the clothing a safety vest or clothing in contrasting colour (light green, yellow or orange), equipped with reflective strips. Safety vests and clothing must meet at least EN471 class II requirements. This requirement does not apply to persons who are escorted on the platform.
A start-up clearance is not required. The captain ensures that the start-up of the aircraft is safe and does not pose a threat to the airport infrastructure, equipment or other aircraft.
In exceptional circumstances push-back from stands will be allowed according to marshalling signals by marshaller.
Push-back is allowed when the marshaller is assisted by at least 2 assistants.
APU may be used without time restrictions on stands at apron A and B.
APU switch on and/or switch off is forbidden during fuelling.
Maintenance run-ups shall be previously coordinated with Tartu coordinator by phone +372 605 8833.
Engine idle checks are allowed on all aircraft stands on all aprons.
High-power aircraft run-ups are allowed without any restrictions only on TWY and RWY.
Engine and system testing and maintenance start-ups on aprons A and B are permitted without restrictions for Class A single piston engine aircraft.
During the testing of aircraft engines/systems, usage of metal-edged wheel chocks are allowed only during winter weather conditions when TWY is covered with snow, ice or slush.
De-icing of aircrafts is conducted on all stands of aprons A and B. Crew shall inform aircraft ground handling service or Tartu coordinator of the need for de-icing operations by phone +372 605 8833.

When the flight managed by CFMU is ready to depart before assigned CTOT, crew may inform Tartu AFIS unit on CH 133.905 about the request of REA message.
When the crew is not able to depart within CTOT tolerance, a new CTOT shall be requested via Tartu AFIS unit, flight operator or ground handling.
The time check can be requested from Tartu AFIS unit on CH 133.905.
Arriving aircraft will be given information about stand by the Tartu AFIS unit on CH 133.905.
An aircraft can be assisted by the “FOLLOW ME” vehicle. Assistance from the “FOLLOW ME” vehicle can be requested via Tartu AFIS unit on CH 133.905.
During parking on aircraft stands 1, 2, 3 and 4 aircraft edges (wing tip, etc) shall be marked with safety cones, on other aircraft stands safety cones are recommended.
General aviation shall use the stands on apron A.
Positioning of aircraft on stands at apron A is conducted according to the marshalling signals of marshaller and/or information given by Tartu AFIS unit.
On stands 4, 5, 6, 7, 8, 9, 10 and 11, aircrafts shall be positioned towards North.
On stands 12, 13, 14, 15, 16 and 17, aircrafts should be positioned towards South.
Flight crew should inform Tartu AFIS-unit if for some reason (i.e due to wind direction) it is required to position an aircraft on apron A in a non-standard way.
Scheduled air traffic shall use the stands on apron B.
Positioning of aircraft on stands at apron B is conducted according to the marshalling signals of marshaller and/or information given by Tartu AFIS-unit.

There is no special parking area for helicopters at Tartu aerodrome. Helicopters positioning to the stands is conducted according to the marshalling signals of marshaller and/or information given by Tartu AFIS unit.
Tartu AFIS unit gives taxiing guidance only on TWY or on RWY.
TWY does not have stop-bars. During winter conditions the yellow TWY guide lines may not be visible due to precipitations.
An aircraft can be assisted by “FOLLOW ME” vehicle. Assistance from the “FOLLOW ME” vehicle can be requested via Tartu AFIS unit on CH 133.905.
Information about restrictions on aprons is provided by the AFIS unit.
Flight crew is responsible for avoidance of collision with other aircrafts, vehicles, humans and obstacles when moving on apron A and B. Movement shall be along yellow TWY guide lines. Marked yellow TWY guide lines shall not be ignored or deviated from them, except when movement on movement area is assisted by “FOLLOW ME” vehicle.
It is allowed to taxi without “FOLLOW ME” vehicle from apron A to the site in front of the hangar along the road for aircrafts with wingspan up to 15 m.
School and training flights form majority of the flights at Tartu aerodrome.
IFR and VFR school and training flights and technical check flights do not require prior approval. It is not advisable to conduct school and training flights and technical check flights above the city of Tartu.
Helicopters are allowed to take-off from and land to RWY.
Helicopters with MTOW below 1200 kg are allowed to take-off from and land to stand nr 11 on apron A when visibility is 5 km and over.
When taking-off from or landing to stand nr 11, a departure or approach should be conducted in sector 080-260, avoiding flying above apron A and B.
Air-taxi is allowed only for helicopters without wheels. Air-taxi over grass, other aircrafts, vehicles or humans is forbidden. Air-taxi is allowed only along yellow TWY guide lines.
Marked yellow TWY guide lines should not be ignored or deviated from them, except when movement on movement area is assisted by “FOLLOW ME” vehicle.

It is expected that each aircraft lining up the RWY is ready to depart without considerable delay.
If possible, flight crews should perform pre-departure checks and/or finish with cabin preparation procedures before lining up the RWY.
When an aircraft is wrecked on runway, it is the duty of the owner or user of such aircraft to have it removed as soon as possible after getting permission from Estonian Safety Investigation Bureau.
The aircraft may be removed by the aerodrome authority at the owner’s or user’s expense.
No noise abatement procedures are established at Tartu aerodrome. Low level flights shall be avoided over the Tartu city at night time.
Flights in Tartu FIZ/RMZ must be performed in accordance with VFR or IFR.
Surveillance based Aerodrome Flight Information Service (AFIS) is provided.

In the event of radio communication failure, the pilot shall act in accordance with the radio communication failure procedures in ICAO Annex 2.
If communication failure is experienced on radar approach:
a) Squawk A7600.
b) Maintain the last level received and acknowledged. Proceed direct to point NIVER (RWY 08) or ERULI (RWY 26).
c) Arriving to point NIVER (RWY 08) or ERULI (RWY 26), decent shall be made in hold, if required. Thereafter a normal instrument approach shall be made.
In case of radio communication failure, when aircraft is performing RNAV approach, procedures published on Instrument Approach Charts EETU RNP RWY 08 and RWY 26 shall be followed.
Aircraft with phone on board shall call Tartu AFIS unit's phone number +372 671 0244 and if possible, stay on line until instructed by AFIS-unit.
Flight information and alerting service for the uncontrolled airspace below Tartu FIZ/RMZ UPPER is provided by Tallinn ACC on CH 119.380.
Aircraft flying in uncontrolled airspace below Tartu FIZ/RMZ UPPER should, without coordination with Tartu AFIS unit, stay at least 500 ft below the lower limit of Tartu FIZ/RMZ UPPER (max altitude 1000 ft MSL).
The intention to climb closer than 500 ft to the lower limit of Tartu FIZ/RMZ UPPER, shall be coordinated with Tartu AFIS unit (CH 133.905). It is assumed that an aircraft is maintaining continuous two-way radio communication with Tartu AFIS unit and operating transponder with mode C.
Note: AFIS unit only transmits information, but the responsibility for maintaining separation according to flight rules lies with the aircraft pilot.

Traffic circuits are shown on Tartu aerodrome Landing Chart (AD 2.EETU-LDG).
Maximum altitude in traffic circuit is 1000 ft AMSL.
During night time an aircraft conducting school and training flight should use southern traffic circuit in order to avoid flying above settlement situated north of RWY.
For conducting school and training flights, exercise and training areas 7 and 8 are established within Tartu FIZ/RMZ LOWER, which are depicted on the Visual Approach Chart (AD 2. EETU-VAC).

Outside of Tartu AFIS unit's operational hours, information "AFIS IS NOT AVAILABLE" is inserted in Tartu ATIS.
Continuous training flight operations are conducted outside Tartu AFIS unit's operational hours in the vicinity of Tartu aerodrome, both in IMC and VMC.
If an aircraft is fitted with two-way radio communication equipment, such equipment shall be switched on and the pilot shall be monitoring channel 133.905 in the vicinity of Tartu aerodrome and on the manoeuvring area during the time when Tartu AFIS unit is not in service. Aircraft participating in Tartu aerodrome traffic shall provide information on the manoeuvres and flight altitudes on channel 133.905 (call sign "TARTU LIIKLUS / TARTU TRAFFIC").

Intense activity of flocks of gulls and crows takes place in the period MAR-NOV depending on a rise or a fall in temperature, from one to two hours after sunrise when birds fly from resting area (river NE of the airport) across approach of RWY 26 to their feeding area (1.5 NM SE from threshold RWY 26). Height varies from 300-600 ft AGL. From one to two hours before sunset the same activity as described above takes place in reverse when the birds return to their resting area.
Flocks of geese across approach of RWY 26 at a distance of APRX 1.5-2.5 NM from threshold RWY 26 during spring (APR-MAY) and autumn (SEP-OCT) migration. Height varies from 300-600 ft AGL.
As far as practicable, AFIS unit will inform pilots of the bird activity and the estimated height AGL.
Pilots are advised to operate landing lights during take-off, climb-out, approach and landing.
ATS provided from Tallinn Remote Tower Centre.
The cameras and signal light gun of the remote tower are located on the roof of Tartu flight information tower. The video image is recorded and stored for 30 days.
Tallinn Remote Tower Centre is located at the same facilities as Tallinn ATC.
