Route Air Navigation Service Charge
1.1 A route air navigation service charge is a charge to be paid for the use of air navigation service by the aircraft within Tallinn Flight Information Region (Tallinn FIR) by the aircraft operated according to Instrument Flight Rules and with maximum take-off weight exceeding 2 tons. 1.2 The route air navigation service charge will be determined on the basis of the great circle distance flown within Tallinn Flight Information Region and by the maximum take-off weight of the aircraft, according to the following formula:

MTOW is Maximum Take-Off Weight in tons.
1.3 The distance to be taken into account shall be reduced by 20 km for each take-off from and for each landing at an Estonian aerodrome. 1.4 Route air navigation service charge is collected by EUROCONTROL. For this purpose, the unit price shown in paragraph 1.2 includes EUROCONTROL's administrative charge of 0.11 EUR per one service unit.

Terminal Navigation Charge
2.1 A terminal navigation charge is a charge to be paid for air traffic control services and/or flight information service if the aircraft flies in a terminal control area, control zone or flight information zone of an aerodrome.
The terminal navigation charge is based on the maximum take-off weight of the aircraft and determined in accordance with the following formula:

2.2 The terminal navigation charge is not collected from aircraft departing from an aerodrome.
2.3 The terminal navigation charge is not collected from aircraft flying in terminal control area of an aerodrome without landing provided that the route air navigation charge is paid.
2.4 At Kärdla, Kuressaare and Pärnu aerodromes the terminal navigation charge is applied to aircraft with MTOW over 500 kg. 3
Taxes, Exemptions and Discounts
3.1 Value Added Tax (VAT) is added to the charges pursuant to national VAT Act.
3.2 Route air navigation service charge and terminal navigation charge shall not be levied in respect of:
3.2.1 flight performed exclusively for the transport, on official mission, of the reigning Monarch and his immediate family, Heads of State, Heads of Government, and Government Ministers or, on exceptional basis, other official visit of great foreign political importance for the Republic of Estonia. For that purpose, a previous request shall be submitted to the Estonian Air Navigation Services by the Ministry of Foreign Affairs and in all cases, this must be substantiated by the appropriate status indicator in the flight plan (field “Other information”);
3.2.2 search and rescue flight authorised by the appropriate competent body and in all cases, this must be substantiated by the appropriate status indicator in the flight plan;
3.2.3 humanitarian flight authorised by the appropriate competent body and in all cases, this must be substantiated by the appropriate status indicator in the flight plan;
3.2.4 flight performed with the purpose of ensuring or defending the sovereign immunity of Estonian airspace and in all cases, this must be substantiated by the appropriate status indicator in the flight plan;
3.2.5 Estonian military, customs and the police flight and in all cases, this must be substantiated by the appropriate status indicator in the flight plan;
3.2.6 flight performed for the purpose of checking or testing equipment used or intended to be used by air navigation service provider(s) as ground aids to communication, navigation and surveillance;
3.2.7 flight returning to the aerodrome of departure for technical reasons or due to adverse weather conditions;
3.3 Invoices for the services rendered to flights shown in paragraph 3.2.1, 3.2.2, 3.2.3, 3.2.4 and 3.2.5 shall be presented by Estonian Air Navigation Services to appropriate Estonian government office within the area of responsibility of which the flight exempted from charges, has been carried out. 3.4 A discount of 50% is applied to the terminal navigation charges for the school flights (flight performed by student as a trainee or pilot as part of a training programme) performed in terminal control area and control zone of Lennart Meri Tallinn aerodrome and Tartu flight information zone (FIZ/RMZ) under the following circumstances: 3.4.1 The school flight and/or appropriate training programme has been pre-coordinated with the Flight Data Office (FDO) of Estonian Air Navigation Services in written form:

3.4.2 The filed flight plan contains the following remark: “RMK/SCHOOLFLIGHT”.
3.5 30% discount on landing and terminal navigation charges is applied for school flights at Kärdla, Kuressaare and Pärnu aerodromes if filed flight plan contains note „RMK/SCHOOLFLIGHT” and for training flights if filed flight plan contains note „RMK/TRAINING FLIGHT”.
4
Methods of Payment
4.1 Settling the payment of aerodrome charges and air navigation service charges is the responsibility of the aircraft operator or, if the operator is unknown, the aircraft owner.
4.2 Terminal navigation charge shall be paid before an aircraft departs from an aerodrome, if it is not agreed otherwise with the provider of air navigation service.
4.3 If the payment of terminal navigation charge is late the provider of the service may require the interest of 13.26 percent per day, if not agreed otherwise, and refuse to provide the service to this client.
