The AIP is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information and long duration temporary changes essential for air navigation.
The AIP in electronic format (eAIP) is published on the Internet and is available at aim.eans.ee and eaip.eans.ee. Estonian AIP is also available on EAD PAMS.
Estonian AIP is available only in electronic format as HTML and PDF format, and is published in Estonian and English, is intended for use in international and domestic operations whether the flight is a commercial or a private one.
Estonian AIP contains basic AIP parts: General (GEN), Enroute (ENR) and Aerodromes (AD).
Updates to the AIP are made by AIP amendments. A complete new version of eAIP is published when updating the AIP.
A brief description of the subjects affected by the amendment is given on the AIP Amendment cover sheet.
Each AIP Amendment cover sheet includes references to the serial numbers of the products (NOTAM, AIC, AIP SUP) which have been incorporated in the AIP by the amendment and are consequently cancelled.
eAIP sections have a check box in the top right corner, which allows to graphically display changes. The changes in the eAIP are identified by a pink background for AIRAC AMDT and blue background for regular AIP AMDT.
Each AIP AMDT and each AIRAC AIP AMDT are allocated separate serial numbers, which are consecutive and based on the calendar year. The year, indicated by four digits, is a part of the serial number of the amendment, e.g. AIP AMDT 01/2010; AIRAC AIP AMDT 01/2010.
Temporary changes of long duration (three months and longer) and information of short duration which consists of extensive text and/or graphics, supplementing the permanent information contained in the AIP, are published as AIP Supplements (AIP SUP). Operationally significant temporary changes to the AIP are published in accordance with the AIRAC system and its established effective dates and are identified clearly by the acronym AIRAC AIP SUP.
Each AIP Supplement (regular or AIRAC) is assigned a serial number, which is consecutive and based on the calendar year, i.e. AIP SUP 01/2010; AIRAC AIP SUP 02/2010. The numbering of AIRAC AIP SUP and non-AIRAC AIP SUP is not separated.
An AIP Supplement is stored as long as all or some of its contents remain valid. The period of validity of the information contained in the AIP Supplement will normally be given in the supplement itself. Alternatively, NOTAM may be used to indicate changes to the period of validity or cancellation of the supplement. In case the end of validity is not indicated explicitly (the estimated period of validity), cancellation is announced either by NOTAM, AIP AMDT or a new supplement to the AIP.
The Aeronautical Information Circulars contain information on the long-term forecast of any major change in legislation, regulations, procedures or facilities; information of a purely explanatory or advisory nature liable to affect flight safety; and information or notification of an explanatory or advisory nature concerning technical, legislative or purely administrative matters. AICs are divided by subject and are issued in two series (A and B).
AIC Series A contains information affecting international civil aviation and is given international distribution.
AIC Series B contains information affecting national aviation only, is published only in Estonian language and is given national distribution.
NOTAM contains information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flight operations. NOTAM serves to distribute urgent and unpredictable information of direct operational significance and, in general, of a temporary nature and short duration.
NOTAM is transmitted by Aeronautical Fixed Service (AFS).
The text of each NOTAM contains the information in the order shown in the ICAO NOTAM Format and is composed of significations/uniform abbreviated phraseology assigned to the ICAO NOTAM Code complemented by ICAO abbreviations, indicators, identifiers, designators, call signs, frequencies, figures and plain language.
NOTAM are originated and issued for Tallinn FIR and are distributed by NOTAM Office (NOF) in two series identified by the letters A and S.
Each NOTAM is assigned a serial number preceded by the letter A indicating the series. The serial number starts with number 0001 at 0000 UTC on 1st of January every year.
Series A: General rules, en-route navigation and communication facilities, airspace restrictions and activities taking place in Tallinn FIR and information concerning aerodromes contained in the AIP Estonia. Series A is available in English. NOTAM Series A are transmitted to the states which have requested them.
Series S (SNOWTAM): a special series NOTAM given in a standard format, which provides a surface condition report notifying the presence or cessation of conditions due to snow, ice, slush, frost or water associated with snow, slush, ice, or frost on the movement area. SNOWTAM are prepared in accordance with ICAO PANS-AIM, Appendix 4, and are originated by the individual aerodrome with separate numbering which starts from the beginning of the year, separately for each aerodrome and are distributed by the International NOTAM Office (NOF). Details are given in the Snow Plan in AIP subsection AD 1.2 and in Aeronautical Information Circular (AIC) series A published annually by the winter season.
Requests concerning changes to the distribution of NOTAM and SNOWTAM shall be addressed to the International NOTAM Office (EETNYNYX).
A checklist of valid NOTAMs is issued monthly via AFS.
At AIRAC publication date, a trigger NOTAM will be issued giving a brief description of the contents, effective date and reference number of the AIRAC AIP AMDT or AIRAC AIP SUP that will become effective on that date. Trigger NOTAM will remain in force in the PIB during 14 days after the effective date.
If no information was submitted for publication at the AIRAC date, a NIL notification will be issued by NOTAM not later than 42 days before the AIRAC effective date concerned.

Pre-flight Information Bulletins (PIB), which contains a recapitulation of current NOTAM and other information of urgent character for the operators/flight crews, are available at the aerodrome units and NOTAM Office (NOF). The service is based on a central data base system which contains data for the area covered by Estonian AIM.
All bulletins are available in English.
The bulletin requests shall be made as early as possible, at the latest when the flight plan is submitted.
The PIB can be obtained H24 from the EANS Centralised ARO by e-mail or fax. It is also possible retrieve PIB by schedule. A user profile can be assigned to a schedule and PIB can be sent via e-mail and fax.
