GEN 1.3 ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW

1 Customs Requirements

1.1 Customs Rules for Crew Members and Passengers Arriving from Outside EU
1.1.1 Crew members and passengers shall present a written passenger declaration to the customs, if they carry:
  1. goods with the value exceeding 430 euros or in quantities exceeding the established allowable amounts exempt from taxes provided in Estonian taxation legislation;
  2. commercial nature of the goods with the value exceeding 21,98 euros.
1.1.2 When the value of goods exceeds 1000 euros or the amount of goods exceeds 1000 kg, customs declaration shall be presented instead of passenger declaration.
1.1.3 Crew member and passenger arriving to Estonia from outside EU may in one day import the following tobacco products, alcohol and perfumes duty-free for their personal consumption:
tobacco products:
  1. 40 cigarettes, or
  2. 100 cigarillos, or
  3. 50 cigars, or
  4. 50 grams of smoking tobacco, or
  5. 50 grams of chewing tobacco;
alcohol:
  1. 2 litres of alcoholic beverages not named in points 2 and 3 with alcoholic strength not exceeding 22% vol or 1 litre of alcoholic beverages with alcoholic strength exceeding 22% vol,
  2. wine (except sparkling wine): maximum 4 litres,
  3. beer: maximum 16 litres;
50 grams of perfumes and 250 ml of toilet waters.
1.2 Customs Rules for Crew Members and Passengers Arriving from EU

Crew member and passenger arriving to Estonia from EU may in one day import the following tobacco products and alcohol duty-free for their personal consumption:

tobacco products:
  1. 800 cigarettes,
  2. 400 cigarillos,
  3. 200 cigars,
  4. 1 kg of smoking tobacco, and
  5. 1 kg of chewing tobacco;
alcohol:
  1. maximum 90 litres of wine (incl. maximum 60 litres of sparkling wine),
  2. maximum 110 litres of beer,
  3. maximum 10 litres of strong alcoholic beverages (alcoholic strength exceeding 22% vol),
  4. 20 litres of other alcoholic beverages not mentioned above (alcoholic strength below 22% vol).
1.3 Declaration of Cash
Every person entering or leaving EU, having cash exceeding the value of 10 000 euro on him/her, shall present customs a written cash declaration. Cash includes banknotes and coins, cheques (incl. travel vouchers), bonds, money orders and shares.

2 Immigration Requirements

2.1 Legal Bases for Entry into Estonia and Temporary Stay in Estonia

2.1.1 An alien must have a legal basis for entry into Estonia and temporary stay in Estonia.

2.1.2 Visa is a permit issued to an alien for entry into the territory of Member States of the Schengen Convention, into Estonia or into the airport transit zone and for a temporary stay therein under the conditions determined by a visa unless otherwise provided for by law.

An alien may stay in Estonia under the conditions determined by a visa.

The types of visas are:

  1. airport transit visa (A visa);
  2. short-stay visa (C visa) and
  3. long-stay visa (D visa).

Short-stay visa (C visa) is a type of Schengen visa that can be issued for transit through or an intended stay in the Schengen Area of a duration of no more than 90 days within any 180-day period. C visa can be issued as a single or multiple entry visa with a period of validity of up to five years.

Airport transit visa (A visa) is a type of Schengen visa that can be issued to allow a person to enter the international transit zone of an airport in a Member State of the Schengen Area, to stay therein and to depart therefrom to the next transit country or country of destination that the alien is entitled to enter. An airport transit visa does not entitle a person to enter into or to stay in the Schengen Area.

The following nationals are required to hold an airport transit visa when passing through the international transit zone of any airport in the Schengen Area:

Afghanistan, Bangladesh, Democratic Republic of Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka.

You are exempt from the airport transit visa requirement if you:

  • hold a valid visa or residence permit issued by a Schengen State;
  • hold a visa valid for a Member State of the European Union or the European Economic Area, Canada, Japan or the United States;
  • hold a valid residence permit issued by a Member State of the European Union or the European Economic Area;
  • hold a residence permit issued by Andorra, Canada, Japan, San Marino or the United States that guarantees unrestricted right of return;
  • are a family member of a citizen of the EU, EEA or Switzerland;
  • hold a diplomatic passport;
  • are a flight crew member and a national of a contracting party to the Chicago Convention on International Civil Aviation.

Long-stay visa (D visa) is a national visa that can be issued to an alien for a single or multiple temporary stay in Estonia for the maximum period of stay in Estonia of up to 365 days within twelve consecutive months.

2.1.3 Permanent residence of an alien in Estonia means the stay of an alien in Estonia on the basis of an Estonian residence permit or right of residence.

A temporary residence permit is issued with the period of validity of up to five years and can be extended to up to ten years, and the document certifying the existence of a residence permit is the residence permit card.

A residence permit for a long-term resident has permanent validity and the document certifying the existence of a residence permit is the residence permit card.

2.2 Entry and exit requirements at the external border of EU Member state (Estonia):

2.2.1 Citizens of Estonia, Member States of the European Union, Member States of the European Economic Area or the Swiss Confederation crossing the external border when departing from or entering into Estonia must be in possession of a valid travel document or other document required by an international agreement for crossing the external border.

The external border may be crossed with a valid identity card issued by the Republic of Estonia, a Member State of the European Union, a Member State of the European Economic Area or the Swiss Confederation when travelling to a country which recognises the identity card as a travel document.

2.2.2 Third-country nationals crossing the state border must be in possession of a valid travel document of a foreign state or an international organisation, an alien's travel document issued by the Republic of Estonia or a return permit on which the visa details are entered, or they may present a residence permit or a document certifying the right of residence in addition to the travel document, unless otherwise provided by European Union legislation, an international agreement or law.

A visa to enter Estonia is not required for nationals of Member States of the European Union (EU) or the European Economic Area (EEA) or for holders of a residence permit issued by a full member state of the EU’s common visa area (Schengen Area).

Nationals of the following countries may enter into the Republic of Estonia without a visa:

No visa is required for EU citizens’ family members who are in possession of a residence card within the meaning of Directive 2004/38/EC (“Residence card of a family member of a Union citizen”), when they travel together with or to meet the EU citizen. As a rule, the Directive applies to EU citizens who reside in a Member State other than that of which they are a national.

2.3 Entrance and exit requirements on the internal border of EU Member State (Estonia):
2.3.1 Border check is not applicable to the persons crossing internal borders between the Member States of the European Union.

2.3.2 Citizens of Estonia, Member States of the European Union, Member States of the European Economic Area or the Swiss Confederation are obliged to carry a valid travel document or identity card issued by the Republic of Estonia, a Member State of the European Union, a Member State of the European Economic Area or the Swiss Confederation when crossing the internal border.

2.4 An aircraft from any foreign state may land at Lennart Meri Tallinn, Kuressaare, Kärdla, Tartu or Pärnu airport in case the persons aboard have obtained required visas to visit Estonia beforehand.
2.5 The standard ICAO embarkation/disembarkation card is not required.
2.6 The pilots of foreign aircraft holding pilot's license or a crew member certificate as provided for in Annex 9 to the Civil Aviation Convention, 7th December 1944, in the course of their duties and on the basis of those documents:
  1. embark and disembark in the stop-over airport or the airport of arrival;
  2. enter the territory of the municipality of the stop-over airport or the airport of arrival;
  3. go, by any means of transport, to any airport in order to embark on an aircraft departing from that same airport.

In other cases, the entry requirements for the citizens of third states (foreigners) must be complied with.

3 Public health requirements

3.1 Disembarking passengers are not required to be vaccinated against yellow fever.
3.2 Health formalities are required on departure in case the aircraft proceeds into the area particularly dangerous with respect to the infectious diseases.
Vaccination against yellow fever is compulsory for passengers as well as for crew members leaving for the areas where there is a risk of yellow fever transmission.
