AD 1 AERODROMES/HELIPORTS - INTRODUCTION

AD 1.1 AERODROME/HELIPORT AVAILABILITY AND CONDITIONS OF USE

1 General Conditions

1.1 Designated Authority

The operator of the aerodrome concerned is responsible for the administration of the aerodrome and provision of the associated facilities and services.

Information concerning aerodrome operators, including postal addresses, telephone/telefax numbers etc is published in part AD 2.

Information concerning the Estonian Transport Administration is published in section GEN 1.1.
1.2 General Conditions Under Which Aerodromes/Heliports and Associated Facilities are Available for Use

Commercial flights are not permitted to take off from or land at Ämari military aerodrome or any aerodrome/heliport not listed in this AIP except in cases of real emergency or when special permission has been obtained from the Estonian Transport Administration.

In addition to the aerodromes/heliports available for public use listed in this AIP, some other aerodromes/airfields are located throughout the country. These aerodromes/airfields are available only for private flights and are subject to permission for use by the owner. Details about these aerodromes/airfields can be obtained through the Estonian Transport Administration (for address see para. GEN 1.1) and in the VFR Information Guide.
1.2.1 Landings Made Other Than at an International Aerodrome/Heliport or a Designated Alternate Aerodrome/Heliport

If a landing is made other than at an international aerodrome/heliport or a designated alternate aerodrome/heliport, the pilot-in-command shall report the landing as soon as practicable to the health, customs and immigration authorities at the international aerodrome/heliport at which the landing was scheduled to take place. This notification may be made through any available communication link.

The pilot-in-command shall be responsible for ensuring that:
  1. if pratique has not been granted to the aircraft at the previous landing, contact between other persons on the one hand and passengers and crew on the other is avoided;
  2. cargo, baggage and mail are not removed from the aircraft except as provided below;
  3. any foodstuff of overseas origin or any plant material is not removed from the aircraft except where local food is unobtainable. All food refuse including peelings, cores, stones of fruit, etc must be collected and returned to the galley refuse container, the contents of which should not be removed from the aircraft except for hygiene reasons; in that circumstance the contents must be destroyed either by burning or by deep burial.
1.2.1.1 Traffic of Persons and Vehicles on Aerodromes
1.2.1.1.1 Demarcation of Zones
The grounds of each aerodrome are divided into two zones:
  1. a public zone comprising the part of the aerodrome open to the public; and
  2. a restricted zone comprising the rest of the aerodrome/heliport.
1.2.1.1.2 Movement of Persons

Access to the restricted zone is authorised only under the conditions prescribed by the special rules governing the aerodrome/heliport.

The customs, immigration and health inspection offices and the premises assigned to transit traffic are normally accessible only to passengers, to staff of the public authorities and airlines and to authorised persons in pursuit of their duty.

The movement of persons having access to the restricted zone of the aerodrome/heliport is subject to the conditions prescribed by the aviation regulations and by the special rules laid down by the aerodrome operator.
1.2.1.1.3 Movement of Vehicles
The movement of vehicles in the restricted zone is strictly limited to vehicles driven or used by persons carrying a traffic permit. Drivers of vehicles, of whatever type, operating within the confines of the aerodrome/heliport must respect the direction of the traffic, the traffic signs and the posted speed limits and generally comply with the provisions of the highway code and with the instructions given by the competent authorities.
1.2.1.2 Policing
Care and protection of aircraft, vehicles, equipment and goods at the aerodrome/heliport are not the responsibility of the State or any concessionaire; they cannot be held responsible for loss or damage which is not incurred trough action by them or their agents.
1.2.1.3 Use of the Heliports
Not applicable.
1.2.2 Landing, Parking and Storage of Aircraft on Aerodromes/Heliports Under the Control of the Estonian Transport Administration
Not applicable.
1.3 Applicable ICAO Documents
The Standards and Recommended Practices of ICAO Annex 14, Volume 1 are applied with differences detailed in subsection GEN 1.7.

2 Use of Military Aerodromes

Except for emergency, Ämari Military Aerodrome can be used only upon a prior request by PPR application (see EEEI AD 2.2).

3 Low Visibility Procedures (LVP)

3.1 CAT II/III Operations at Aerodromes
Not applicable.

4 Aerodrome Operating Minima

NIL

5 Reduced Runway Separation Minima

Reduced runway separation minima according to ICAO PANS-ATM document have been approved for some aerodromes. A detailed description of the procedure is published in section AD 2.20 of the appropriate aerodrome.

6 Other Information

6.1 Noise Abatement Procedures
6.1.1 Subsonic civil jet aeroplanes:
  • with a maximum take-off mass of 34 tons or more, and
  • which have passenger seats of more than 19 by type certificate,

cannot operate from Estonian airports unless they comply with noise level limits specified in Part II, Chapter 3, Volume I of Annex 16 to the Chicago Convention on International Civil Aviation.

6.1.2 Aeroplanes with above mentioned specification, that exceed given noise limits, can operate from Estonian airports only with the permission issued by Estonian Transport Administration. In order to obtain the permission, an application which contains the data required in GEN 1.2 para. 3.1.2 is to be submitted to the Estonian Transport Administration at least 7 days prior to the flight together with the copy of the noise certificate issued or authorised by the state of registry of the aeroplane.
6.2 Friction Measuring Device Used and Friction Level Below Which Wet Runway is Declared Slippery
For the friction measuring devices used, see subsection AD 1.2. Where only water is present on a runway and periodic measurements indicate that the runway will not become slippery when wet, no measuring will take place, and the runway will be reported as being “WET”.
