GEN 1.3 ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW

1 Customs requirements

1.1 Customs rules for crew members and passengers arriving from outside EU.
1.1.1 Crew members and passengers shall present a written passenger declaration to the customs, if they carry:
  1. goods with the value exceeding 430 euros or in quantities exceeding the established allowable amounts exempt from taxes provided in Estonian taxation legislation;
  2. commercial nature of the goods with the value exceeding 21,98 euros.
1.1.2 When the value of goods exceeds 1000 euros or the amount of goods exceeds 1000 kg, customs declaration shall be presented instead of passenger declaration.
1.1.3 Crew member and passenger arriving to Estonia from outside EU may in one day import the following tobacco products, alcohol and perfumes duty-free for their personal consumption:
tobacco products:
  1. 40 cigarettes, or
  2. 100 cigarillos, or
  3. 50 cigars, or
  4. 50 grams of smoking tobacco, or
  5. 50 grams of chewing tobacco;
alcohol:
  1. 2 litres of alcoholic beverages not named in points 2 and 3 with alcoholic strength not exceeding 22% vol or 1 litre of alcoholic beverages with alcoholic strength exceeding 22% vol,
  2. wine (except sparkling wine): maximum 4 litres,
  3. beer: maximum 16 litres;
50 grams of perfumes and 250 ml of toilet waters.
1.2 Customs rules for crew members and passengers arriving from EU.

Crew member and passenger arriving to Estonia from EU may in one day import the following tobacco products and alcohol duty-free for their personal consumption:

tobacco products:
  1. 800 cigarettes,
  2. 400 cigarillos,
  3. 200 cigars,
  4. 1 kg of smoking tobacco, and
  5. 1 kg of chewing tobacco;
alcohol:
  1. maximum 90 litres of wine (incl. maximum 60 litres of sparkling wine),
  2. maximum 110 litres of beer,
  3. maximum 10 litres of strong alcoholic beverages (alcoholic strength exceeding 22% vol),
  4. 20 litres of other alcoholic beverages not mentioned above (alcoholic strength below 22% vol).
1.3 Declaration of cash
Every person entering or leaving EU, having cash exceeding the value of 10 000 euro on him/her, shall present customs a written cash declaration. Cash includes banknotes and coins, cheques (incl. travel vouchers), bonds, money orders and shares.

2 Immigration requirements

2.1 Transit visa requirements
2.1 Generally no visas are required of passengers arriving and departing on the same through flight or transferring to another flight in cases, not requiring leaving the direct transit area of the airport.
2.1.1 The citizens of the following countries are required a transit visa:

Afghanistan, Bangladesh, Eritrea, Ethiopia, Ghana, Iran, Iraq, Congo (Democratic Republic), Nigeria, Pakistan, Somalia, Sri Lanka.

This mentioned visa does not entitle its holder to enter to or stay in Estonia.

2.1.2 Airport transit visa is not required for:
  1. Users of diplomatic or service passport issued by states referred to in para. 2.1.1;
  2. Citizens of states referred to in para. 2.1.1 or the users of travel documents issued by these states, having the living permit of one of the states of European Economic Area, Principality of Andorra, Japan, Canada, Monaco, San Marino, Switzerland or USA, that guarantees right for unconditional return to the respective state;
  3. Aircraft crew members of states referred to in para. 2.1.1 in case the state is a member of the Chicago Convention on International Civil Aviation.
2.2 Entry and exit requirements at the external border of EU Member state (Estonia):
2.2.1 The citizens of EU Member states, of the Member States of European Economic Area or of Swiss Confederation entering Estonia must hold valid travel document or identity card issued by the competent authority of the Member State of the European Union, Member State of the European Economic area or of Swiss Confederation.
2.2.2 Person crossing state border who is not the citizen of the European Union in the meaning of the Article 17(1) of EC Treaty (alien) and who is not a family member of a citizen of the European Union must hold valid travel document, alien’s travel document issued by the Republic of Estonia or authorization to return to the country including data on his/her visa or residence permit, if not provided otherwise in a law or international agreement.

For entering Estonia visas are not required from the citizens of the following states:

Albania*, United States of America, Andorra, Antigua and Barbuda, Argentina, Australia, Austria, Bahamas, Barbados, Belgium, Bosnia and Herzegovina*, Brazil, Brunei, Bulgaria, Costa Rica, El Salvador, Guatemala, Spain, The Netherlands, Honduras, Hong Kong Special Administrative Region, Croatia, Ireland, Israel, Iceland, Italy, Japan, Canada, South Korea, Greece, Cyprus, Lithuania, Liechtenstein, Luxembourg, Latvia, Macao Special Administrative Region, Macedonia*, Malaysia, Malta, Mauritius, Mexico, Monaco, Montenegro*, Nicaragua, Norway, Panama, Paraguay, Poland, Portugal, France, Sweden, Romania, St Kitts-Nevis, Germany, San Marino, Seychelles, Serbia*, Singapore, Slovakia, Slovenia, Finland, United Kingdom, Switzerland, Denmark, Taiwan**, Czech Republic, Chile, Hungary, Uruguay, New Zealand, Vatican City, Venezuela,

* Only for the biometrical passport holders.

** Passports issued by Taiwan shall include an identity card number.

The holders of diplomatic, service, official and special passports of the following countries do not need a visa to enter Estonia for stays of no more than three months in a 6 month period:

A family member of an EU/EEA/EFTA national, who in addition to the valid passport of the country of his/her nationality present a residence card, which has been issued pursuant to the Directive 2004/38/EC bearing the text "Residence Card of a Family Member of an EEA National", may enter Estonia without a visa if the family member is travelling together with the EU/EEA/EFTA national or to the EU/EEA/EFTA national. This Directive shall apply to an EU/EEA/EFTA national, who move to or reside in a member State other than that of which they are a national.

2.3 Entrance and exit requirements on the internal border of EU Member State (Estonia):
2.3.1 Border check is not applicable to the persons crossing internal borders between the Member States of the European Union.
2.4 An aircraft from any foreign state may land at Lennart Meri Tallinn, Kuressaare, Kärdla, Tartu or Pärnu airport in case the persons aboard have obtained required visas to visit Estonia beforehand.
2.5 The standard ICAO embarkation/disembarkation card is not required.
2.6 The pilots of foreign aircraft holding pilot's license or a crew member certificate as provided for in Annex 9 to the Civil Aviation Convention, 7th December 1944, in the course of their duties and on the basis of those documents:
  1. embark and disembark in the stop-over airport or the airport of arrival;
  2. enter the territory of the municipality of the stop-over airport or the airport of arrival;
  3. go, by any means of transport, to any airport in order to embark on an aircraft departing from that same airport.
In other cases, the entry requirements for the citizens of third states (foreigners) must be complied with.

3 Public health requirements

3.1 Disembarking passengers are not required to be vaccinated against yellow fever.
3.2 Health formalities are required on departure in case the aircraft proceeds into the area particularly dangerous with respect to the infectious diseases.
Vaccination against yellow fever is compulsory for passengers as well as for crew members leaving for the areas where there is a risk of yellow fever transmission.
