GEN 1.5 AIRCRAFT INSTRUMENTS, EQUIPMENT AND FLIGHT DOCUMENTS

1 General

1.1 Commercial air transport aircraft operating in Estonia must adhere to the provisions of European Commission (EC) nr 965/2012.
1.2 Only RVSM approved aircraft, except State aircraft, shall be permitted to operate in Tallinn FIR (see ENR 2.1) within the EUR RVSM airspace.

Note: The provisions applicable to flights of non-RVSM approved civil aircraft in EUR RVSM airspace, where RVSM transition tasks are carried out, meet the requirements specified in the ICAO Doc 7030/5 EUR Regional Supplementary Procedures.

1.3 RVSM approved aircraft is an aircraft for which the Operator has obtained an RVSM approval, either from the State in which the operator is based, or from the State in which the aircraft is registered.

2 Special Equipment to be Carried

2.1 Carriage of SSR Transponder
2.1.1 When flying within controlled airspace and in transponder mandatory zone (TMZ), aircraft, except glider flying within designated area, shall be equipped with a transponder with pressure-altitude reporting capability operating on Modes A and C or on Mode S.
2.1.2 Operators of State aircraft that are not equipped with Mode S ELS should insert the designator ‘SUR/EUELSX’ in Item 18 of the flight plan. Operators of aircraft, including State aircraft, which are not equipped with Mode S EHS and/or ADS-B, or are equipped with Mode S EHS and/or ADS-B that are temporarily inoperative, should insert the designators ‘SUR/EUADSBX’ or ‘SUR/EUEHSX’, or a combination of them, in Item 18 of the flight plan.
2.2 Mandatory Carriage of RNAV Equipment
2.2.1 An aircraft, other than State aircraft, operating within controlled airspace in Tallinn flight information region between FL 95 and FL 660, shall be equipped with RNAV equipment meeting RNP 5 in accordance with the requirements set out in ICAO Doc 7030/5 Regional Supplementary Procedures (Section 4).
2.3 Radio Equipment Requirements
2.3.1 IFR flights
The carriage and operation of VHF 8.33 kHz channel spacing aircraft radio equipment suitable to maintain continuous two-way radiotelephony communication with the appropriate ATS unit is mandatory for IFR flights within the Tallinn FIR.
2.3.2 VFR flights
The carriage and operation of VHF 8.33 kHz channel spacing aircraft radio equipment suitable to maintain continuous two-way radiotelephony communication with the appropriate ATS unit is mandatory for VFR flights within the Tallinn FIR in airspace classes C and D as well as in RMZ.

Exemptions from abovementioned equipment are described in section ENR 1.8.

2.4 ACAS II Requirement for Flights in Estonian Airspace
2.4.1 Turbine-engined aeroplane with a maximum take-off mass of more than 5700 kg or with more than 19 passenger seats flying within Estonian airspace shall be equipped with the Airborne Collision Avoidance System ACAS II.

2.4.2 ACAS II may be temporarily out of service for maximum of 10 days. In case ACAS II is unserviceable, ACAS II INOP shall be added in the flightplan field 18.

2.5 Frequency Modulation (FM) Immunity
2.5.1 Within Tallinn flight information region aircrafts equipped with radio navigation and communication equipment not compliant with the applicable interference immunity performance for ILS and VOR receiving systems in accordance with ICAO Annex 10, Vol I, Sections 3.1.4 and 3.1.8 and Vol III, Part II, Section 2.2.3 provisions are not allowed to operate.
2.6 The Requirement of Automatic Emergency Locator/Transmitter (ELT) on Flights in Estonian Airspace.
2.6.1 An operated aircraft, excluding ultralight, sailplane, powered sailplane, hot air airship and balloon, shall be equipped with an emergency locator transmitter (ELT) operating on 121.5 MHz and 406 MHz and which parameters shall comply with the requirements of ICAO Annex 10, Vol III, Section 5.
2.6.2 An aeroplane with more than 19 passenger seats shall be equipped with at least one automatic emergency locator transmitter or two non-automatic emergency locator transmitters. An aeroplane, the initial certificate of airworthiness of which has been issued after 01 JUL 2008, shall be equipped with at least two emergency locator transmitters, of which one shall be automatic.
2.6.3 An aeroplane with up to 19 passenger seats shall be equipped with at least one emergency locator transmitter. An aeroplane, the initial certificate of airworthiness of which has been issued after 01 JUL 2008, shall be equipped with at least one automatic emergency locator transmitter.
2.6.4 A helicopter shall be equipped with at least one automatic emergency locator transmitter. A helicopter which is operated on overwater flights shall in addition be equipped with an emergency locator transmitter fitted to a life jacket or life raft.
