EEEI AD 2.20 LOCAL AERODROME REGULATIONS

1 Airport Regulations

Information about local traffic in Ämari Military Aerodrome is published in AIP.

Procedures for military flights, that are not published in AIP, are in Ämari LOP (Local Operation Procedures, available from Ämari Military Aerodrome Aeronautical Information Service and home page

2 Start-Up and Push/Power-Back Procedures

All turbine powered aircraft are subject to engine start-up approval from Ämari TWR on FREQ 122.100 MHz or 257.800 MHz.

Ämari TWR shall not permit engine start-up when CTOT assigned for aircraft is expiring and it is reasonable to suspect that this aircraft will not be able to depart within CTOT tolerance. New CTOT shall be requested by the operator or its representative or by Ämari Military Aerodrome Aeronautical Information Service.

Pilots aware of their inability to comply with the allocated CTOT shall duly apply for new CTOT.

Maintenance run-ups shall be coordinated with Ämari TWR by the phone +372 717 3415 or on FREQ 122.100 MHz or 257.800 MHz.

Push/power-back shall be done according to marshaller or Ämari TWR permission and instructions.

3 APU Use

APU may be used without time restrictions on stands at aprons 1, 2, 3 and 4.

During refuelling it is forbidden to switch APU on or off.

4 Maintenance Run-ups

Maintenance run-ups shall be coordinated with Ämari TWR on the phone +372 717 3415 or on FREQ 122.100 MHz or 257.800 MHz.

Engine idle checks are allowed on all aprons' aircraft stands.

High-power maintenance run-ups without any restrictions are only allowed on the concrete part of TWY A and E, on the concrete part of RWY and on engine test apron.

5 De-Icing Procedures

De-icing is allowed:

  • on aprons 1, 2, 3 and 4;
  • on maintenance area;
  • on arm/disarm pads OW (next to TWY A, 100 m before holding position) and OE (next to TWY E, 100 m before holding position).
6 En-Route Clearance and CTOT Related Procedures

For en-route clearance, departing IFR traffic shall contact Ämari TWR on FREQ 122.100 MHz or 257.800 MHz not earlier than 15 minutes prior to EOBT or estimated Engine Start-up Time, whichever is the earliest, reporting their call sign and stand number.

If a flight regulated by EUROCONTROL Network Manager Operations Centre (NMOC) is ready to depart before given CTOT then they may inform Ämari TWR on FREQ 122.100 MHz or 257.800 MHz about the request of REA message.

When the flight is not able to depart within CTOT tolerance, a new CTOT should be requested via Ämari TWR on FREQ 122.100 MHz or 257.800 MHz, flight operator or ground handling.

7 Parking

Parking according to Ämari LOP (Local Operation Procedures):

An aircraft landing at Ämari Military Aerodrome for the first time shall be guided to apron by "FOLLOW ME" vehicle after vacating the runway to TWY. If ground handling is not available then Ämari TWR shall give the parking instructions.

8 Taxiing

Ämari TWR provides taxiing clearance only on TWY or RWY. Ämari TWR will provide taxiing guidelines and information for movement on aprons.

TWY-s do not have stop-bars. During winter the yellow TWY guidelines may not be visible due to precipitations.

An aircraft can be assisted by “FOLLOW ME” vehicle. Assistance from the “FOLLOW ME” vehicle can be requested via Ämari TWR on FREQ 122.100 MHz or 257.800 MHz.

When an aircraft is assisted by “FOLLOW ME” vehicle, Ämari TWR shall give taxiing clearance for arriving aircraft until the site where assistance starts and for departing aircraft from the site where assistance finishes.

Aircraft with MTOW greater than 46 000 kg needing to back-track on the RWY, must do the 180º turn at the end of RWY, on the concrete hammerheads.

8.1 Taxiing on Aprons

Aircraft movement on aprons shall be coordinated with Ämari TWR on FREQ 122.100 MHz or 257.800 MHz. In order to maintain smooth movement, Ämari TWR shall provide (if necessary) aircraft with information and guidelines.

9 Helicopter Traffic - Limitations

Helicopters are allowed to use the RWY (TWY B intersection), Helipad North and Helipad South for take-off and landing.

TWY A, B or F, and air taxiway between the RWY and Helipad North must be used for taxiing.

Air-taxiing over other aircraft, vehicles or humans is forbidden.

10 Reduced Distances

Reduced distances are given in para. EEEI AD 2.13.1.

11 Procedures on Movement Area With a Visibility of 1500 m or Below

Powered-pushback is forbidden when the visibility in Ämari Military Aerodrome drops to or below 1500 m.

12 Low Visibility Procedures for Take-Off (LVPTO)
12.1 RWY and Related Equipment

RWY 06 and 24 are approved for departure operations in RVR conditions between values of 550 m and 150 m (for category B and C aircraft), 550 m and 200 m (for category D aircraft).

12.2 Criteria for the Initiation and Termination of low Visibility Procedures

LVTO operations will be provided when requested by flight crew to conduct departure operations in RVR conditions less than a value of 550 m (reported by Ämari TWR). This request shall be made to Ämari TWR at least 30 minutes before intended departure to allow the appropriate preparations by the aerodrome units.

If RVR is greater than 550 m then LVTO shall be terminated (reported by Ämari TWR).

12.3 Description of LVTO

Aircraft movements on manoeuvring area will be restricted to one aircraft movement at a time during departure operations in RVR conditions less than a value of 550 m, in order to ensure safe movement on the runway.

Operation of vehicles on the manoeuvring area is not permitted during departures in RVR conditions less than a value of 550 m.

12.4 Movements on Apron

Assistance for moving on the apron from the "FOLLOW ME" vehicle can be requested via Ämari TWR.

13 Runway Occupancy Time

Ämari TWR is taking into consideration that aircraft lining up on the RWY is ready to depart without substantial delay.

If an aircraft is not ready to depart, flight crew shall inform Ämari TWR on FREQ 122.100 MHz or 257.800 MHz before lining up the RWY.

EEEI AD 2.22 FLIGHT PROCEDURES

1 Procedures for IFR Flights Within Tallinn TMA
1.1 Radar Procedures

ATS surveillance service within Tallinn TMA for Tallinn Lennart Meri Airport and Ämari Military Aerodrome is provided by Tallinn Approach Control (call-sign TALLINN RADAR) on CH 127.905. During night time and at certain times of a day (depending on the traffic volume in TMA and at the airport), ATS surveillance service within Tallinn TMA will be provided by combined Tallinn Tower and Tallinn Approach Control (call-sign Tallinn TWR) and the frequencies (127.905 and 135.905) will be coupled, allowing communication with ATC unit on both frequencies.

A radar separation minimum of 3 NM (5.6 km) is applied between all identified aircraft within Tallinn TMA except when based on wake turbulence a larger distance between aircraft is required during the approach and departure phases of flight below FL 100.

If the surface temperature falls below -7°C, temperature correction is added to minimum safe altitude (MSA) by ATC.

Surveillance radar approaches (SRA) and precision approach radar (PAR) approaches are not conducted.

1.2 Communication Failure

Aircraft with a telephone on board shall contact Operational Supervisor on +372 625 8254. If possible stay on line until instructed by ATC.

1.2.1 Arriving Traffic - Inbound Clearance Received and Acknowledged
  1. Set squawk A7600;
  2. maintain the last received and acknowledged level and proceed direct to IAF VEGER and join holding pattern;
  3. on arrival overhead IAF VEGER descent to initial approach altitude shall be made in holding;
  4. if EAT has been received and acknowledged, leave holding according to the EAT or as soon as possible after that;
  5. if EAT has not been received or acknowledged make one full pattern and leave holding;
  6. thereafter a normal instrumental approach and landing shall be made to the runway in use.
1.2.2 Arriving Traffic - No Inbound Clearance Received and/or Acknowledged
  1. Set squawk A7600;
  2. maintain the level last received and acknowledged and follow FPL route to IAF VEGER and join holding pattern;
  3. on arrival overhead IAF VEGER descent to initial approach altitude shall be made in holding;
  4. make one full pattern and leave holding;
  5. thereafter conduct a normal instrumental approach to RWY 06 and land;
  6. if needed, conduct a southern circling approach to RWY 24 and land taking into account current weather conditions.
1.2.3 Departed Traffic

In case of communication failure the procedures published in international Rules of the Air (ICAO Annex 2) shall be followed.

1.3 Arrival Procedures

Flights intending to land at Ämari Military Aerodrome shall file their flight plan with IAF VEGER as the last waypoint and preceded by either DOBAN, DOPIK, GONOS, KEMET, OSMUR, SULUN, KOIVU, VALOX depending on the direction of flight. For flights departing from Lennart Meri Tallinn Airport to Ämari Military Aerodrome, IAF VEGER must be indicated as an intermediate and also the last route point in the flight plan.

Tallinn APP shall sequence arriving aircraft on final approach to Ämari with a spacing required to vacate the runway after landing.

Pilots are reminded that VFR flights may take place in Ämari CTR and in uncontrolled airspace below the Tallinn TMA. Therefore a restriction to maintain ALT 2200 ft until established on final track might be given by ATC to flights conducting a visual approach.

1.3.2 Speed Restrictions

All arriving aircraft shall follow speed limit MAX IAS 250 kt within Tallinn TMA (below FL 100), unless a different speed is instructed by ATC. If unable to comply, advise ATC immediately.

1.3.3 Visual Manoeuvring (Circling)

In case danger area EED16 is active, visual manoeuvring (circling approach) is permitted from the south side of aerodrome only.

OCA for each RWY is shown on the Instrument Approach Chart (IAC).

1.4 Departure Procedures
1.4.1 General

Flights intending to depart from Ämari Military Aerodrome shall file their flight plan via NITSO, BALTI, BIRSI, DOBAN, GONOS, INTOR, LONSA, MOHNI, ORTAX, OSMUR or TLL depending on the direction of flight.

For en-route clearance the departing IFR traffic is requested to contact ÄMARI TWR on FREQ 122.100 MHz not earlier than 15 minutes prior to EOBT or estimated Engine Start-up Time, whichever is the earliest, announcing their call sign and stand number.

Normally the en-route clearance will include a turn direct to the first FPL waypoint or if the turn cannot be cleared, a specific heading and initial climb to altitude of 3000 ft MSL according to QNH at Ämari Military Aerodrome.

Aircraft departing according to IFR shall establish radio contact with Tallinn Radar on CH 127.905 immediately after take-off, unless otherwise specified by ATC.

1.4.2 Omnidirectional Departures

There are no Standard Instrument Departure procedure (SID) routes published for Ämari Military Aerodrome and the en-route clearance will be issued as an omnidirectional departure.

In omnidirectional departure, climb on RWY track to altitude 1300 ft before starting a turn, unless other instructions are given by ATC. Turns before DER are not accommodated.

2 Procedures for VFR Flights Within Ämari CTR

Military procedures that supplement the information published in AIP, are in Ämari LOP (Local Operation Procedures, available from Ämari Military Aerodrome Aeronautical Information Service and home page

VFR flights shall plan its entry and/or exit to/from Ämari CTR via the entry/exit points shown on the Visual Approach Chart (VAC) unless otherwise authorised by ATC.

VFR flights intending to enter Ämari CTR are required to use altitude 1200 ft or lower.

VFR flights intending to enter Ämari CTR from uncontrolled airspace, shall establish radio contact with Ämari TWR on FREQ 122.100 MHz at least 5 minutes before the entry to obtain clearance for flight in CTR.

Pilots of arriving and departing aircraft are requested to report receipt of ATIS broadcast by reading back relevant designator of the broadcast and QNH on initial radio contact.

If not instructed otherwise, squawk A2000.

3 Flights in Aerodrome Traffic Circuits

Maximum altitude in traffic circuit is 1200 ft AMSL. Joining to southern traffic circuit shall be done abeam control tower.

Traffic circuits and relevant information are shown on Landing Chart (LDG).

4 Special VFR Operations in Ämari CTR

Special VFR flights may be authorised to operate within a control zone, subject to an ATC clearance.

Except when permitted by the competent authority for helicopters in special cases such as medical flights, search and rescue operations and fire-fighting, the following additional conditions shall be applied:

  • clear of cloud and with the surface in sight;
  • at speed of 140 kt IAS or less;
  • during day only, unless otherwise permitted by the competent authority;
  • the ground visibility is not less than 1500 m or, for helicopters, not less than 800 m; The ceiling is not less than 600 ft.

ATC will provide separations between special VFR and IFR flights and between all special VFR flights.

Special VFR operations in Ämari CTR will be suspended when the reported visibility is less than 1500 m or the ceiling is less than 600 ft.

Ämari TWR may not give special VFR clearance due to traffic or safety reasons.

5 Procedures for VFR Flights in Uncontrolled Airspace Below Tallinn TMA

Flight information service and alerting service in uncontrolled airspace below Tallinn TMA is provided by Tallinn Radar on CH 127.905.

Aircraft flying in uncontrolled airspace below Tallinn TMA shall, without coordination with Tallinn Radar on CH 127.905, stay at least 500 ft below the lower limit of Tallinn TMA.

Lower limit of Tallinn TMA is described as follows:

  • 1700 ft AMSL - inside 20 NM from EEEI ARP (except KUUSIKU parachute jumping area);
  • 1700 ft AMSL - inside 20 NM from EETN ARP;
  • 2500 ft AMSL - outside 20 NM from EEEI and EETN ARP.

Intention to climb closer than 500 ft to the lower limit of Tallinn TMA, a report shall be made to Tallinn Radar on CH 127.905, provided that the aircraft has:

  • continuous two-way radio communication;
  • operating transponder with Mode C.
6 Conditions of Issuing Clearances to Flights of Manned Hot Air Balloons in Ämari CTR

Flights of balloons in Ämari CTR are subjects to prior approval from Airbase.

Conditions to be fulfilled:

  • ICAO flight plan shall be filed before the flight (tel: +372 717 3414; e-mail: ais@mil.ee);
  • two-way radio communication shall be maintained within CTR;
  • approval of trajectory, level of flight and communication failure procedures by Ämari TWR before filing the flight plan;
  • approval of trajectory, level of flight and communication failure procedures by Tallinn ATC Centre Supervisor before filing a flight plan.

Prior to departure from a site inside of Ämari CTR the pilot-in-command is obliged to request ATC clearance from Ämari TWR either on FREQ 122.100 MHz or by telephone +372 717 3415.

Prior to entrance to Ämari CTR the pilot-in-command is obliged to request entry clearance from Ämari TWR at least 5 minutes before calculated time of crossing the CTR border.

Flights of balloons may be restricted if necessary to maintain desired level of safety, fluency and efficiency of air traffic at Ämari Military Aerodrome.

Flights of balloons in Tallinn TMA are subject to prior approval from Estonian ANS and Estonian Transport Administration.

7 School and Training Flights Within Ämari CTR

Exercise and training Zone 1 is established within Ämari CTR for conducting school and training flights, which is depicted on the Visual Approach Chart (AD 2. EEEI-VAC).

Clearance to use this zone is obtained from Ämari TWR.
