GEN 4.2 AIR NAVIGATION SERVICES CHARGES

1 Route Air Navigation Service Charge

1.1 A route air navigation service charge is a charge to be paid for the use of air navigation service by the aircraft within Tallinn Flight Information Region (Tallinn FIR) by the aircraft operated according to Instrument Flight Rules and with maximum take-off weight exceeding 2 tons.
1.2 The route air navigation service charge will be determined on the basis of the great circle distance flown within Tallinn Flight Information Region and by the maximum take-off weight of the aircraft, according to the following formula:
N = p × d × w,

where

N –the route navigation charge in Euros (EUR) with two decimals;
p –the unit price (p = 28.79 EUR);
d –distance factor representing 1/100 of the great circle distance flown in kilometres (the great circle distance is the shortest distance between two points along WGS-84 great circle line);
w –weight factor:

w = √ ( MTOW / 50 ),

where

MTOW is Maximum Take-Off Weight in tons.

1.3 The distance to be taken into account shall be reduced by 20 km for each take-off from and for each landing at an Estonian aerodrome.
1.4 Route air navigation service charge is collected by EUROCONTROL. For this purpose, the unit price shown in paragraph 1.2 includes EUROCONTROL's administrative charge of EUR 0.13 per one service unit.

2 Terminal Navigation Charge

2.1 A terminal navigation charge is a charge to be paid for air traffic control services and/or flight information service if the aircraft flies in a terminal control area, control zone or flight information zone of an aerodrome.

The terminal navigation charge is based on the maximum take-off weight of the aircraft and determined in accordance with the following formula:

T = p × w,

where

T –terminal navigation charge in EUR with two decimals;
p –the unit price as follows:

Aerodrome
International Traffic
Domestic Traffic

Kärdla38.3528.76
Kuressaare38.3528.76
Pärnu38.3528.76
Tartu95.7695.76

w –
weight factor, where MTOW is Maximum Take-Off Weight in tons;
w = √ ( MTOW / 50 ) - Kärdla, Kuressaare and Pärnu aerodrome;
w = ( MTOW / 50 )0.7 - Lennart Meri Tallinn and Tartu aerodrome.
2.2 The terminal navigation charge is not collected from aircraft departing from an aerodrome.
2.3 The terminal navigation charge is not collected from aircraft flying in terminal control area of an aerodrome without landing provided that the route air navigation charge is paid.
2.4 At Kärdla, Kuressaare and Pärnu aerodromes the terminal navigation charge is applied to aircraft with MTOW over 500 kg.
