EEKA AD 2.20 LOCAL AERODROME REGULATIONS

1 Airfield Regulations

Information about air traffic in Kärdla aerodrome is published in AIP and in handbook which is available at Kärdla ATS unit.

If some local regulation is important for safe operation on apron, ATS unit shall give appropriate information to all aircraft.

2 Taxiing

Two taxiways (A and B) are used. Taxiways have blue edge lights. During winter taxiway markings may not be visible. ATS unit shall give safety related information to each aircraft if necessary.

Under certain conditions inadequate safety distances restrict self-powered taxiing of large aircraft. ATS unit shall give safety related information to each aircraft if necessary.

3 Parking
3.1 Apron A

Regular traffic shall use apron A. Parking of aircraft shall be according to marshaller guidance and/or recommendations given by the ATS unit.

3.2 Apron B

General aviation shall use apron B. If aircrew wishes to use marshaller guidance, Kärdla ATS unit shall be informed beforehand. Kärdla ATS unit shall give recommendations for parking if necessary.

4 School and Training Flights – Technical Test Flights – Use of Runways

No limitations.

5 Helicopter Traffic – Limitation

No limitations.

6 Removal of Disabled Aircraft from Runway

When an aircraft stays on runway following emergency, it is the duty of the owner or user of such aircraft to have it removed as soon as possible. In case of aircraft accident, a prior clearance from Estonian Safety Investigation Bureau (ESIB) is necessary.

The aircraft may be removed by the aerodrome authority at the owners or users expense.

EEKA AD 2.21 NOISE ABATEMENT PROCEDURES

Due to low traffic density no noise abatement procedures are established.

EEKA AD 2.22 FLIGHT PROCEDURES

1 General

Flights within Kärdla FIZ/RMZ shall be in accordance with the Visual Flight Rules or Instrument Flight Rules.

AFIS service is provided.

2 Procedures for IFR Flights Within Kärdla FIZ/RMZ
  • A flight plan (FPL) shall be submitted for a flight;
  • a flight can only be commenced after prior report to Kärdla AFIS by radio;
  • two-way radio communication shall be kept with Kärdla AFIS on defined FREQ;
  • reported level or route can only be changed after prior report to Kärdla AFIS;
  • position reports shall be reported in accordance to para 3.6.3 of ICAO Annex 2

No SIDs and STARs are established. If necessary, in case of adverse weather conditions, inbound aircraft may hold over LO as depicted on the Instrument Approach Charts.

Note: AFIS unit only transmits information but the responsibility for maintaining separation according to flight rules lies with the aircraft pilot.

3 Radar Procedures Within Kärdla FIZ/RMZ

4 Procedures For VFR Flights Within Kärdla FIZ/RMZ
  • Flight plan (FPL) shall be submitted for the flight;
  • Flight may be conducted only after prior report by radio to the Kärdla AFIS;
  • Two-way radio communication shall be maintained with the Kärdla AFIS on the prescribed frequency;
  • The reported level or route may be changed only after the Kärdla AFIS has been so informed;
  • Position reports shall be submitted in accordance with para 3.6.3 of ICAO Annex 2;
  • If the traffic situation requires or the active runway is blocked, the aircraft conducting VFR flight may be suggested to proceed to the holding areas WEST or EAST, as depicted on the Visual Approach Chart.

Note: AFIS unit only transmits information but the responsibility for maintaining separation according to flight rules lies with the aircraft pilot.

5 VFR Routes Within Kärdla FIZ/RMZ
No special arrival and departure routes are established for VFR traffic.
6 Low Visibility Procedures (LVP)
As precision approach is not conducted at aerodrome, low visibility procedures are not established.

EEKA AD 2.23 ADDITIONAL INFORMATION

1 Bird Concentrations in the Vicinity of the Airport

Airport vicinity is characterised with the winding coastline between NW and E and a number of islets that are the main resting places for the waterfowls, most of which are seagulls.

Flights of Sea Gulls take place at daytime all the year round from resting places to their feeding places and in reverse across the runway and approach of RWY 14. This activity is particularly intense in summer time (JUN, JUL) when young birds leave their nests. Flight height varies from 0 – 1500 ft AGL.

Seasonal bird migration takes place in spring (APR, MAY) and in autumn (SEP, OCT).

As far as practicable, the AFIS will inform pilots of this bird activity and the estimated heights AGL.

Pilots are advised to operate landing lights during take-off, approach-to-land and climb and descent procedures.

For birds dispersal from runway and its vicinity signal flares are used. Due to low traffic density there are no special auditory natural sound equipment at the aerodrome.
